Screen tearing border

Logging in today I have noticed a border around the eve client whereby the screen tears, resetting graphics, clearing data and running the repair tool haven't done anything and everything was working fine yesterday.

When I logged in today I also had an issue with the chat windows not appearing, but that has fixed itself.
