Why no attention from CCP to CHAR xfer on other portals?!

Can some1 explain me why not official sites still work& char transfer for real money works fine?!
Everyday ppl sell&buy chars there:


That means that i can buy them,like every1 else here cause CCP cant use google&let us free trade....

Goons/AAA & many other sell there RMT isk & chars, where bans on this ally????

WHY I CAN FIND THAT JUST USING GOOGLE & CCP STAFF CANT FIND THAT?

Is it illegal to place characters up for sale or is it illegal to sell characters for RL cash ?

Or let me put it this way, could and should CCP ban a person BEFORE they actually sell a character.

So say I don't like a person, I place that persons character up for sale on one of these sites.
Even though I don't even own the character (and the owner has no idea what is going on)
CCP turns around and bans the person.

No I think CCP is doing what it can but it has to wait until someone actually sells the character before banning them.

IM TALKING FOR HOUR THAT U CAN CHECK THAT EASY, BUT CCP NOT INTERESTED IN WASTING $

About EU portals check e-bay plz xD, over9000 isk sellers, but if u want catch them u need to buy first, so Arrow CCP NOT INTERESTED IN WASTING $

I dont need registration on eve-board cause im one week char.
Btw about posting chars from official forum, easy to avoid: delete link after succes trade

It is illegal to ask for monetary values other than isk for a character outside of the character bazaar.

Except there is no way to tell if a transaction has gone through as CCP cannot view every method of transaction in the world Roll

EDIT: This should have been done privately through email/petition channels to CCP, there is nothing stopping forum moderators of that forum from making it private viewing now and making this entire thread pointless Roll

So how can you check that easily on a third party site ?
How can you punish someone for a crime they haven't yet committed ?
As far as I know it is not illegal to place your character up for sale, only to actually sell it.

You may not market, sell, advertise, promote, solicit or otherwise arrange for the exchange or transfer of items in the game or other game services unless it is for in-game sales of in-game services or items.


So yes it's illegal to advertise the sale of a character anywhere else than ingame or by use of the appropriate forum and following CCP's rules.
On the other side it is impossible to verify if that sale has been put up by the owner or someone who wan't to harm that owner in any possible way.

So CCP possibly just keeps an eye on those characters and if certain things change which indicate a character / account transfer they can start thier investigation if there indeed has been an illegal transfer and roll out the banhammer.

JUST BUY IT ( I MEAN CCP SHOULD BUY ISK/CHARS & OTHER STAFF) => They Dont want to spend $ to ban those res
Ofc better to loose thousands of dollars cause some ppl buy from e-bay & many other res & dont spend 10$ to ban them
Im sure that they can drawback their money that was spent to buy isk from Bot sellers.

Exactly, CCP can only act on what they know.
