Is is possible to locate a dramiel BPC doing empire exploration/missions/complex maybe low sec? If so how?

Yes. They can drop from any Domination spawn (even in belts) and are in the loot table for 1/10 - 3/10 Angel complexes, all of which are in high sec.

I wouldn't say any Domination spawn. Only frigates/destroyers. Cruisers (and domination bcs?) will drop cruiser bpcs and battleships, battleship bpcs.

The 3/10 complex has dropped me the Daredevil BPC.

I have had a cruiser sized domination rat drop a dramiel BPC in low sec before.

I have had a Dramiel BPC drop from a Domination belt rat in hisec and another from a 2/10 site. I have also had a Daredevil BPC from a 2/10 site and a second from a 3/10. They are fairly rare drops though.

I also had a Succubus BPC from belt rats in lowsec, ages ago, before faction ships got buffed and I couldn't get rid of the thing for love nor money!!
