Joining Amarr Empire??

I see a few corps that are non NPC and are allianced with Amarr Empire(NPC). How can I get my corp to be part of the Amarr Empire like that too?!

But yeah sign your corp up to the militia. Make sure you know what you're doing when you do that. All members are then part of factional warfare and will be shot in Gallente and Minmatar space as well as are valid targets to the militias from those groups.
