I'm just starting to get lvl 4 missions. But I keep hearing about good agents and bad ones. How can tell a good one from a bad one? What do I look for?

The lower the sec the higher the payout.

Each agent used to have "quality" number and some old guides might still refer to that, but it was removed some time ago.
