is it possible to "force" directx 9 in eve?

Just curious if this is possible or not:

I'm running windows vista ultimate edition which currently has directx 11 installed (not 10, I double checked). I also have an older laptop running an nvidia GeForce GO 7400 which is just 1 step above the "minimum" required card for eve to run, and it does, albeit not as nicely as I would like.

Now here's my question:
I've seen certain games, such as civilization 5 for example, that have the option to launch the game in either directx 9 or directx 10/11, naturally when I'm playing that game I choose directx 9 and my performance is like a gajillion times better than if i run it in directx 10/11 option.

Does eve has some sort of option like this, even like a command line switch that can be added into the shortcut or something (some games use -dx9) that would force it to use directx 9 rather than 10/11? It seems that if I get that kind of performance boost from dropping to dx9 in other games, I suspect eve online would perform much better as well. Anyway, any help on this would be much appreciated, and if it's not there, it should be added; at least to allow those of us on older hardware to be able to play with some reasonable level of performance, possibly even closer to what we had when EVE still had shader 2 support. Honestly it worked phenomenally on my machine until it started requiring shader 3 only cards....

And no, I can't just "buy a new laptop", if I could, I would have already, nor should I have to; tbh. this laptop is not THAT old (2 years at most).

As far as i know EvE still runs in DX9, correct me if im wrong Blink

interesting, I thought I saw some info that eve moved up to directx 10 by now, apparently that information was wrong. Good to know.....now if I could find some *other* way of improving performance beyond setting everything to "low" or "disabled".....any suggestions would be incredibly helpful. Thanks again.

Just to close this out.....

I fixed my problem, getting between 25-30 fps with tactical overlay on and zoomed in, switch off and zoom out I hit 40. Much better than the 4-8fps I was getting....

Basically, it's a vista issue, took it back to as close as windows xp settings as possible and closed every single non-essential program and service possible. Going to look into what it will take to install windows xp on this laptop, usually fails because it doesn't read the hard disk by default, needs drivers for that to work.....
