Eve windows keep reseting at game start and EULA issues

first of all, when I start eve, the EULA window pops up before I login, I click agree, and log in to the game. once I get in all of the settings, like window positions, tutorials, and whether you start in captains quarter's or ship hanger in station are reset every time I start the game. for example, I drag the general chat window to a larger size, and it remains that way for the rest of the time untill I get off eve, when I start back up I have to agree to the EULA again and all the windows are reset. I looked around in the reset options in the menu and that did not solve anything.

One possible reason could be that the security settings on C:\Users\%username%\AppData\Local\CCP\EVE\c_program_files_(x86)_ccp_eve_tranquility\settings are incorrect. But please file a technical petition to get help with this issue.
