Militia Engaging Empire Enemies

Hey, guys. Federation Day happens, and Goons show up, which actually gave a friend of mine an idea about Faction Warfare.

Let's say an "enemy of the empire" shows up in said faction empire space. Of course, the faction navy comes after him.

But what if the empire player militia fleet could be given shooting rights against said "enemy of the empire" or those marked with global criminal flags (i.e., Goons shooting people in Dodixie)?

Sure, it turns players into cops in a sense, but it also allows the militia navy to do exactly what it's supposed to do: protect their empire from empire enemies, instead of confining their targets to opposing empire militias.

Recommendations:

-enable ships wobbling in hangar view (pre-Captains Quarters)

-add more missions (NPC fleet vs. NPC fleets that actually shoot)

-STOP NERFING EVERYTHING!

+1 for Letting me shoot goons without taking a sec hit...

AFK cloaking doesn't earn anything, so it needs a buff!

The system currently sees anyone with -5.0 security status as an "Enemy of the Empire"... and a fair number of people in all the militias have -5.0 or less security status.

Will people in militias be fair game to their own militia (or their ally) is they just "happen" to pirates?

edit: besides... anyone with that low of a security status can be shot on sight anyways. You don't need a new mechanic for that.
