[PROPOSAL] - Colossal Secure Container

Greetings,

Someone in 2011 suggested on the old forum a new container which is ancorable in 0.7 or lower sec space.

It seems that EVE began implementing this container, which is now found as an "item" however there doesn't seem to be any way to buy/build or invent it.

I propose that this container finish construction. The concept which this particular container was formed from is sound.
