Why are Sansha ships missing Slots?

Phantasm has a total of 14 Slots. All other Faction Cruisers have a total of 15.
Nightmare has 18 Slots. Rattlesnake and Bhaalgorn have 19. Machariel and Vindicator have 20.
Whats with the Inconsistency?
Succubus is the only sansha ship with the same number of slots as it peers.
Many players agree that the sansha Line of ships it lacking - bring the Phantasm up to 15, and the Nightmare up to 19 to bring them more in line.

While I don't disagree that the frig and cruiser lag behind a bit, the number of slots isn't everything. For example, the nightmare does the same with 4 highs as the vindi does with 8, and is one of the very few ships in the game able to fit tachyons.

Phantasm totally lacks a lowslot. It could've been used for Nano/Overdrive or, heck, even CPR.

Don't know much about Nightmare.

Space. It seems to go on and on forever. But then you get to the end and a gorilla starts throwing barrels at you.

Vindi doesn't get a utility high, Nightmare does...

To be fair, the Bhaalgorn gets that same bonus, and has a 7/5/7 layout (NM is 5/7/6), so you can't really account for the NM's shorted slot with that bonus alone.

The bhaalgorn also has no actual damage bonus, besides the turret-doubling effect. The nightmare's bonuses, damage and tracking, are universally useful no matter what situation it's in, whereas the bhaal's neuts and webs are only circumstantially useful.
