What happened to Quality levels for agents?

I did a search and found a few references to this but nothing that really explained it. Last i played agents varied from negative quality and on up. You would have to work your standing up with a given corp to use a better agent and get better rewards..

Now it seems there is no quality level? are all l mission agents the same now no advantage using one over another as long as they are the same mission level?
