I think player behavior is behind the drop in meta 1-4 prices, rather than an increase in drops.

Prior to the removal of meta 0, when I ratted I would only pick up the meta 0 or (some) meta 4 drops. I would reprocess the meta 0 and sell the meta 4's. I would fill my hold with meta 0 items, and return to station to drop off when the hold was full.

Now with the removal of meta 0, I simply hoover up everything and sell it when i return to station. I know I'm definitely returning with many more meta 1-4 items that I had previously. I theorize that many other folks are doing the same.
