I'd clear all my eve cache files and then use ccleaner or similar before reinstalling, at least give it a try

and why not checking your bios and firmware drivers? Go on the asustek site and check the latest stable build.

Fleet fights were always laggy, this has a lot more to do with your connection than it has to do with your actual specs. When stuff ohts up, the noe itself will have to send and recieve a lot more data, if it gets too much for the node, hten it time dilates, but if it gets too much for your connection then not much can be done by your actual PC spec. You can however get one of those 'gamer' PCI LAN cards, but thats pretty much all I can suggest.
