I'm considering getting a Typhoon or Tempest Fleet issue but I rarely see these ships in fleets. Actually, I rarely see the regular versions in fleets as well. Is there a reason why these ships aren't used in fleets much? I see Navy Geddons and Apocs used in combat and the Navy Scorpion is sometimes used.

What kinds of fleets are you talking about? For most fleets a Maelstrom is straight up better than a Tempest. A tempest can be flown in hurricane fleets though.

I'm in FW so the money isn't a problem . But I'm just wondering in what situations would a Typhoon Fleet Issue work in? I've seen both armor and shield fits and really can't decide how it should best work and in what situation.

I'm afraid the Typhoon Fleet can do everything: guns, torps, drones, neuting, armor, shield, ... I don't have experience with that ship but I'ld say it isn't 'best' at anything except for doing the unexpected. The triple weapon system does allow for crazy dps so I'ld go with that.

typhoon is the best pvp bs, but it need much more skills (guns + launchers/neuts)

Straight up dps ship, fit shield, 5 torps, 3 800's, heavy drones, and you can hit 1500dps

Fit armour and you can hit 1000 dps, 2 heavy neuts, full tackle, and a nice chunky tank.

Both go over 1000m/s

I like the armour fit my self (tho i use a normal typhoon to keep cost down) as it can pretty much go anywhere do anything.

Long story short the minnie BS's aren't great.

The Maelstrom is good for deeps and active tank, but lacks tackle
The Tempest lacks DPS, Tank and EHP
The Typhoon can do soem interesting EFT numbers but is super SP intensive, and in practice... is basically just a poor mans Megathron.

Now the tornado has just ended the one role the Tempest used to have: Long range AC's with shield buffer.
Long story short if you train gallente BS to 4 and large hybrids to 4... the mega is better than Minnie BS's at lvl 5 with t2 guns. The phoon's dps is from drones (kill able) and torp's (hard to do full damage with), the mega just guns things down.

Mael doesnt need tackle. Its a fleet ship and does it very well. Pve its still awesome
Tempest is a hurricanes big brother, it has its uses just like any other ship.
Typhoon can do many more things than a mega, it needs more skills yes but you gain a ship that is more vesitile than any other battle ship

A Tornado is not a battleship, you can not swap one for another. It may be able to do simalar things but it doesnt make the tempest obsolete.

Theres a reason you dont see mega fleets.
Phoon's have LOTS of drones and frigs have other things to worry about (heavy neuts), Torps are devastating if you can get ito range (just like blasters) .

What a simple-minded view. There is more to PVP than straight gank/tank. The Maelstrom can fit a solid buffer tank or active tank and a nice alpha for fleets - who says battleships have to fit tackle Roll When is the last time you saw a sizable fleet of Megathrons do anything worth a damn? Most people who want rails don't reach for the Megathron, but instead go for the Caldari T3 or Rokh and try to emphasize their range over Minmatar snipers. For the tempest and typhoon, you're ignoring the versatility in these ships and their ability to fit things such as energy neutralizers. Also, who cares if a ship is SP intensive - just don't fly it until your skills are up to par. That doesn't make it a bad ship.

You realize the Mega has 125m3 of drone bandwidth too right? You realize the Phoon doesn't have a drone damage bonus and has the exact same potential drone damage as the Megathron, right?
