Yes, I can confirm that people actually do this.

They spend money running a spare computer and a spare account so they can cloak in a system and not do anything.

Confident, nay, convinced that they have prevented their enemy from earning ISK.

Meanwhile the same players are grinding away PVE content in null on their main PC, ignoring the cloaky alt in their ratting system of choice.

So you see how effective it is.

1a) Purchase Arazu.

2) Train Recons and Cynosaural Field Theory to 5.

3) Fit Covert Cynosaural Field Generator + Sisters Expanded Probe Launcher, and a whole pile of points on said Arazu.

4) Find Bat-phone.

5) Use Bat-phone when opportunity presents itself (you'll know when).

6) There is no (6).

7) On voice-comms: "Cyno's up, cyno's up--BRINGITBRINGITBRINGITBRINGITBRINGIT!" (A typically-very-drunk DNSBlack.)

8) Troll the ever-loving living **** out of all the imbecilic "nurvcloaking!!!1111oneone!" threads.

9) Lol hard, repeat as often as possible.

how to grief afk cloakies 101:

1) Continue normally.
2) Online the cyno jammer
3) Omni tank your ratting ships
4) Rat with a carrier
5) keep your armour/shields low to keep them interested
6) invite all your fellow fleet members in local to warp to you
7) lol as a friendly bubbler arrives just as you spew forth a dozen warrior 2's
8) lol even more as you kill them all and their pods
9) keep ratting while you do all this.
10) Warp in a few dreads to make the KM's even funnier

I'm reminded of a story that I heard about Tom Clancy. Rumor has it that when he was in the U.S. Navy all of the submarines were shadowing Soviet vessels and that at one time these subs received orders from the Atlantic Fleet Command to single ping their shadowed vessels at the exact same time just to say, "Hi there! We're here and watching you."

Imagine all your cloakers lighting a cyno at the exact same time across multiple systems. I can only imagine the freaking out in the intel channels.. Lol

Of course not everyone does it but the number of them doing it is impossible to determinate.
