not necessarily. shutting down a system requires physical force or residents that are afraid of their own shadow.

I've used a number of ships and tactics for greifing nullsec players over the years, one of my favorites is a cloaking Broadsword or shield Phobos - wait cloaked on a gate they travel frequently and pick off easy targets.

More recently I've been using an Ishtar with Improved Cloak. It was a shield fit nano Ishtar with a 30km point for holding battleships, but I've recently retired it in favor of an Arazu.

This is the fit I've been running - haven't gotten to test it too much yet though:

3x Heavy Neutron Blaster II, Covert Ops Cloak

Experimental 10mn MWD, Large Shield Extender II, Large Ancillary Shield Booster (150 charges or Navy 150s), Adaptive Invuln II, Stasis Web II, Warp Scambler II

Damage Control II, 3x Magnetic Field Stabilizer II

Anti-EM Screen Reinforcer II, Core Defense Field Extender I

3x Hammerhead II, 2x Hobgoblin II

Does 527 DPS overheated, tanks 395 DPS with LASB heated, and has 23k EHP.
Much better DPS and tank than a Pilgrim, and trust me, you want to kill your targets quickly.

It will die to strong bait, but so will 99% of solo ships out there.

You've clearly never roamed nullsec, or aren't threatening.

Because Local chat updates instantly, everybody in system can get docked/cloaked/POSed before any ship can ever catch them. AFK cloaking is literally the only way to kill some nullsec residents.

The other (more fun) way is to fight their blobs, but that requires them to grow a pair and undock, which is rare.

Scan a wh down and hide in there. poke your head out once in awhile - WH hotdropping :)
