Yes. Additionally, start them with extra SP and isk.

I could see a token bump in starting ISK and Sp if a player wanted to take this route.

But nothing above the old 800k-ish characters we got around Trinity.

Anything above that would probably bring balance issues.

As I tried to point out earlier, the change needed in 0.0 to promote population growth must come from the nullsec dwellers, not CCP. If the nullsec alliances truly wanted more population it could happen tomorrow. But, the prevailing attitude out there is political "protectionism" and hoarding of resources amongst a small percentage. This posturing gives them a measure of leverage over in game resources. Nullsec is not as broken as it's political leadership is. We as a community at large are allowing a few key players with political clout and industrial muscle dictate the game. Just like in the real world.

I'm a mere nobody, but I do have a certain bit of understanding. If I for one day could lead an "emergent" sandbox protest, I would have everybody in highsec reship into free noob ships and noobswarm nullsec until the Sov Napfest gets the message.

Asking for 0.0 to be improved by CCP is like asking for hi sec to be made safe by CCP.

0.0 is player made content.

Stop making sh!t content and people will flock to there.

"Null seccers since you are blued to the ass anyway, make a pact to create a player enforced 0.0 "hi sec" zone where to create a "0.0 Jita". Allow casual players to freely come and go in some systems you won't use anyway.

Then you might finally begin seeing somebody bothering leaving the comfortable, "everything handy, I can play 30 minutes a day" hi sec.

Don't pretend even for a second you'll convince any relevant numbers to become hard core PvPers, it just won't happen.

If you don't like the above, then you will keep having your minority and everybody else will keep doing their business where they like it.

5) Then allow Sov in Lo sec so as many wimpy corps as possible can have a shot at system ownership.

I accept the flames as I'm sure forum warriors will shoot plenty of holes in these ideas. So I'll start the flames myself by pointing out that alt-corps can now easily act as helpers in many ways without Alliance/corp affiliation.

My real point is not any specific set of ideas, rather that things will not change until there are game mechanics that limit the size of any one entity, and give potent incentives to seek out and fight for juicy null sec resources. In fact, all out siege warfare would become a viable tactic if corps/alliances were limited to 7 or less adjacent systems. These basic concepts would allow for a much more dynamic null sec and accommodate regular transitions of power - assuming adequate game-mechanics are worked out.

The idea of POCO ownership was a nice try. But in the systems I travel and do business, I only see the same corps owning the same POCOs ever since they torched the InterBus COs and replaced with their own. No real long term stirring up of the PvP game that I can see. By all means, correct me if what I see in my patch of sky does not reflect reality. I believe something much more profound must happen if things are going to change and wide spread conflict is to be induced.

I do applaud the Goons. Burn Jita was brilliant. The scary thing is that The Mittani said that next time, there will be no warning. This is epic. This is the spirit of EvE. This is stepping out from the protection of their borders with guns blazing. However, they can afford this level of destruction exactly BECAUSE they are allowed to hoard celestial resources in (essentially) protected space while building an enormous empire.

I doubt anything will change any time soon, if ever.

Imagine starting in an NPC corp that had only players actually interested in the game EVE Online, sharing combat tips, fits and roaming together.

instead of starting with mentally challenged elders grinding the same 4 missions mutely with their 14 botting accounts since 2004, only occasionally dropping in the starter corp chat to bad advice.

Drop numerous stations and NPC space there, add 'agents' in the form of AIs and have mission rewards of T2 salvage instead of isk, and a big LP store

This is actually a great idea.

With all those pirate faction regions (as mentioned by several people earlier in the thread), new characters should be able to choose whether to join one of the four "good" factions, or one of the pirate factions. All the four main factions have their pirate rivals in this game, so the structure is in place, and it shouldn't be too hard to balance. Just give them some more stations/agents in those said regions, with tutorial agents and all, to learn new capsuleers about living in New Eden as an outlaw.

3. Remove free intel about towers going up
4. Make sov structures use fuel and make sov bills increase close to exponentially
5. Did I mention remove local?
