Can this ship do level 3s safely

Not all of them, no. You're going to want to look into investing in a Harbinger -- probably sooner than later.

As Zhilia Mann wrote, you're probably not going to be able to do all of them. You can still give it a shot though. Just kill any warp scrambling frigates immediately always be be quick to warp out if you think you need to.

But to answer the question of should you be doing L3's in this? I'd have to answer no. L3's are problably going to take you so much longer than L2's that your isk/hour will actually go down. L3's aren't that much more profitable than L2''s. You'll see most of your profit for both L2's and L3's come from after mission salvage and loot, and there's simply not much of a difference either lootwise or salvagewise between them. It's not until level 4 where this starts to change.

Stick with L2's until you can afford a battlecruiser, because when you can start doing the missions faster, that's when L3's become more profitable.
