Cannot start EVE

When trying to launch EVE using the eve.exe in the main directory, the program crashes abruptly (before loading the main login screen) and I'm sent to a Windows error message with these details:

I am running Windows 7. Dxdiag results here.
I have tried the repair tool and the DirectX installer in the bin/directx folders and neither has fixed the problem. I am however able to start EVE fine by going directly to exefile.exe, so the problem is obviously with the launcher.
I have my launcher set to only show when there is an update and to quit automatically when the game is started.
Another interesting feature of this problem is that if it's the first time starting EVE since restarting my computer, it works fine, but every subsequent attempt to launch the program crashes in this fashion.

Now I'm unable to start EVE at all, even when bypassing the launcher.
Same error message.

EDIT: Now I've killed the Teamspeak overlay program I had running and everything works fine.
Will have to investigate this further but it seems to be causing the problem somehow.

I am very interested in the outcome of this, there seems to be some odd behavior regarding 3rd Party programs using the DirectX API and EVE Clients. However nobody was able to provide proper reproduction steps yet, so if you are able to reproduce the issue consistently with Teamspeak overlay please let me know about the reproduction steps (a Bug Report would be perfect).
