FW - Concorde Sovereignty Systems

Is it the sovereignty of a system that determines if a FW member can safely enter without a response from the faction military? Or is the region?

Systems like Tar and Kemerk have Concorde Assembly as sov holder, does this mean that a Minmatar FW member can enter without NPC response?

Yes, but be aware FW participants from both sides who are scared of lowsec tend to camp those gates frequently
