I have a client, who want a corp theif hunted down.

Bounty will be the value of the killmail and killmail has to be dragged and dropped into a mail to me (New killmail system is awesome)

fx. if you kill a Tengu worth 2b, payment will be 2b (- Dropped loot)
if you kill a pod worth 300m, payment will be 300m

As Iv been informed about his play style and regular ships types, it should be pretty easy to validate the mails.

I could be wrong but I think there is a merc market place in game for this now.

I also belive once ingame, you can only offer a set prise on a contract.

This one offer alot more than that. Think of it, if the target gets ganked in a industrial with faction items. Not only can you loot the wreck, but get paid for the lost items and ship hull.
