No, it use to be possible to get up to 10.0 sec status killing NPC's in highsec (mostly missions), that was changed quite a few years ago to limit it to 5.0 in highsec. Think it was suppose to make it harder to regain sec status outside of lowsec or 0.0. That character has very low sp for a 2006 player, I suspect they were inactive for quite a while.
