Character Transfer Problem

Im hoping to transfer a character to this account, its a fully paid account I started yesterday. When I click on character transfer it says "Character Transfer Is Closed For This Account".

Does that mean I simply cant transfer this character becuase its too new(which I dont want to do anyway) or does it mean the whole account is restricted??

Its a bit of a pain if its the latter of the two given Ive paid for a months subscription.
