what will i need? a friend told me i would need 5 standing with said faction is that correct? or can I just join said militia?

The new standing requirement is 0.0 with the faction. You need to meet that to join a militia NPC corp ('Enlist' at a militia office in a station) or join your corp to the militia. If you join a corp that is already in a militia, standing is less of an issue due to the ease at which you can gain standing once you're in.

thanks my corp is looking into joining the amar militia because we like the underdog mentality. was just wondering most of us are 3.0 to amar I was just curious i guess joining matar is out of the question because there are soo many and because i am -4 to them.
