It is true the arby requires some drone skills, but honestly, you will need them anyway. Drones to 5 and drone interfacing to 3 will allow you to run any l2 without problems. If you by any chance would like to go even further and learn scout drones to 5 and then get T2 drones, you will do yourself a huge favor because those skills will make your L3 missions much easier.

I used arby for L2 and then i tried the omen, but compared to arby it seemed rather weak. Still, both ships are capable.
Also don't forget the afterburner, the best tanking in amarr L2/3 misisons is speed tanking.
For L3 i used the prophecy, which is reliable ship for low skilled pilots. It just quite doesn't have the punch, for which there is the hargbinger. It is more skill intensive if you want to make it tank well, but it should gank the missions without much problems. T2 drones also can help a lot.
