How to enlist allies for a wardec and the merc marketplace

I'm trying to test the new allied system but I cannot for the life of me where to enlist allies against a deccer.

And where is this merc marketplace that CCP has mentioned?

I should note that I'm a director with full rights. So I'm not sure if this is something reserved only for CEOs?

The merc marketplace for mercs looking for work is on the Corp->All Wars tab, the checkbox filters by corps looking for help, on the right is an icon you can click.

I think everything you need should be on the Corp Wars tab, but I cannot recall the rules for FW and War Dec, and your sig implies FW.

They didn't have enough time to make a merc marketplace so they added the button and advertised the merc market anyway. CCP punkturis gives a little info on it
