I am in a C3 WH and play as Amarr. Which do you think would best suit a WH and do you have any loadouts for either? Not much on battleclinic.

for pve you need decent dps and ashimmu is more ewar boat (neuts)... (i dont think anyone would rat in ashimmu)
phantasm should work much better

Phantasm, although it's quite underwhelming in its current state.

Assuming you have remote reps and a ganglink (why wouldn't you?), you could fit fed navy webs to lock frigates in place for insta popping. Although any half decent tengu would two shot them anyway.

Okay, Yeah I am in a large alliance so there would be some PVPing for defending and some sleeper sites we'd run. So jw which was more well rounded.

Neither makes sense for what you're trying to do, just because they're bling/expensive doesn't mean they're the right tool for the job. If you want to use a cool ship get a Legion for PVE and if your alliance is cap capable (and knows how to use them) you might want to keep a Bhaalgorn on standby.

Excellence is not a skill, it's an attitude.

phantasm - shield tanked pure dps ship
ashimmu - armor tanked, low/medium dps, nice neuting power (close range ship - no neuts range bonus) with awesome web strength
you can pve/pvp much more efficent in less fancy ships (zealot, curse, harbi are very nice)

You'd be more useful to your gang in a Pilgrim or Curse.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.
