I was reading some of the posts, and one post commented that there was no serious penalty for being a pirate, and another discussed how gankers were upset about not getting reimbursed on insurance on their ships…

Has there ever been a discussion of having your security clearance affecting your insurance cost? Almost like a credit rating; good rating = good rates, bad rating = bad rates, Real bad rating = no insurance. Seemed like a good idea, and makes sense to me.

First of all, F&I that way -->

Secondly, NO!

Why? Because this would be a direct nerf to lowsec. And since we want to encourage people to try PvP and the best place to start should be/is lowsec, this would also be a direct nerf to EVE.

EDIT: And there already is a penalty to pirating!

You only get attacked by gate guns, right? Does anyone really care about that? I'm not a pirate so I'm not sure.

And as far as trying to get people to go to low sec... the current system does not seem to be having much luck getting people out there, (far as I can see) so they need to do something...

Faction Police are the problem. They shoot, scram, web and nuet you.
NPC police/navy limit what ships players can PvP in as only fast aligning ships get away from undock.
Defeats the entire purpose of EVE - just need CCP to play the game away from their special shinnies in their special pocket of space to discover this fact.
CCP needs to delete high sec faction npc's as they serve no useful purpose.

They protect no one - all they do is annoy people who are re-shipping to go back to low sec for more pewpew.

CCP have made good progress with the latest patch but these unneeded NPC annoyances somehow survived.

CCP just wants you to do what all other pirates and null secers are doing: get a second account for your hi sec alt needs. Now, security rating, no longer a problem.
