Manufacturing slots

Just wondering if anyone can help me out with this one.
At the moment I can run 10 manufacturing slots.
However when I hit 7 slots in manufacture I am being told that I am actually
running 10 slots and can't run any more.
Anyone else having the same problem or know how to get around this ?

Finished jobs (green status : ready) count as running slots until you deliver the products in your hangar.

Yep thats not the issue tho.
I did think that might be the case tho so checked first.
No outstanding deliveries anywhere.
