Ancillar shield booster cycle time not affected by rigs

I am not sure if this is a feature or bug. But in description the cycle time is not affected by the Core Defence Operational Solidifier rig.

If it is a feature please update the description on the rig stating that it does not affect Ancillar shield booster.
