Local is broken

There is a system that is showing anyone on the local list even after they leave the system or log off. Ive checked all the surrounding systems and they dont seem to have a problem, but this one does. My alt is not currently logged on and it is showing him in local. I checked several other people it is showing in local, and they are logged off. I have filed a petition concerning this and have all the specifics contained therein, I juts figured I would leave a message here to let you guys know, considering the usual length of time it takes to get to petitions...

The same issue did affect this character, i logged him out over 4 hours ago and the toon is still in system, also if i log in another character on this account, no chat channel's show..

EDIT* log in on the character again and close the client via CTRL + ALT + Q seems to rectify the problem.

[ctrl]+[alt]+[q] does not work for me, [esc] logging off client as opposed to exiting client no difference

Either local is still broken or there are 5,500 people in Jita!
