I would actually agree on this for a few of the valhalla project FCs. I've seen some brilliant moves from them, and pve or no, their fleets are usually run very efficiently.

Your average vanguard FC, on the other hand...yeah, not so much. Ugh

Best FC is a matter of personal opinion and for example entertainment value might mean the most to one person and ISK efficiency the most to another.

Here's a list of some great FCs (for various reasons in no particular order) I've had the pleasure to fly with and die beside on many occassions:

and very importantly:

NADA, ZERO, SQUAT............ - None of the FCs from BRUCE (Thats Brutally Clever Empire) - Those guys, all americans were the worst bunch of fail FCs ever assembled in Eve, I'm convinced. "We need more Mark IIs !!!"....LOL - Again you know who you are/were.

Out of the zero (0) fleet ops I have lead, zero (0) of them have resulted in complete success, achiving the strategic objective and inflicting significant damage to enemy material and personnel with minimal losses of same on the part of my own forces. This constitutes a one hundred percent (100%)* success rate, clearly making me the best fleet commander in EVE by a considerable margin.

*Yes, I know 0/0 isn't 1, get over yourself
