I seem to remember that Ladar sites tended to be clustered more in certain areas then fully random like Grav and Radar for example. Is that still true and if so where. Thanks.

Ladar Site spawn in certain systems in low and null sec and in cosmos systems. They have consdiered tweaking this but currently there are only certain places that ladar sites will spawn with any frequency.

Some where theres a map where they actually high light the systems where the ladar sites can be found but I cant seem to find it for the life of me.
