Rule by proxy, taxation and tribute are generally the accepted ways of dominant rule simply because those ruled get to believe in self governance due to name or title being given... and in the end it ends usually in a bureaucratic nightmare thats so top heavy that it collapses in on itself, is so corrupt that it destroys itself or is revolted against by its fringe elements when it finds out its a paper tiger. Ironically a few entities have done this already in Eve and some will do this in the future.

Technically....CCP rules all of Eve. Lol

Well, i would do some troll things first off, because its necessary. First off, issuing 5m3 of exotic dancers to everyone. Necessary. Ship spinning competitions would be one of my recreational projects.

Other than that, i would set up serious roleplaying for those who want to take place in it. Id make a strict chain of command, and all officers would be STRONGLY recommended to partake. Hosting tournaments, 'dances', and such. Those that can make good political connections can move up the chain quickly.

With the amount of logistics and resistance that is assured in universal hegemony, i would stage projects to reinforce areas where soldiers are being stretched too thin, and have massive hunts to destroy rebel pilots (hopefully into submission, having them join me).

The reason is quite simple why no one has single handily conquered Eve. Dogbert refuses to play as he thinks tormenting us will get him no where as we are already doing a good job at that as it is. And the Brain (from pinky and the brain) has yet to find a suitable keyboard and mouse that is mouse size, and relying on pinky to control one or the other always resulted in him self destructing the ship, NARF. And all supervillians were swiftly scammed/podded upon entering Eve as they were not Evil and Sadistic enough to keep up with us, and they used tricks older than the send me 1 isk and I send 10x back. And lets face it unlike super heros we know no mercy so they stood no chance.

That my friend is why no one has conquered all of Eve.

The thing is, it would be impossible to enforce control all of all that space. You'd lose it in two days to infighting and betrayal as your officers competed for better planets.

yay infinite passive (or as passive as PI or datacores given you have to bring them places to make money from them - realize a true passive income source would be something you do that DIRECTLY puts isk into your wallet. IE if you had the choice to sell PI created mats at the planet itself) income tech moons
