Why do you even need to ask?

Anyone who's cargo (taking into account 50% will be destroyed on average) is worth at least twice your ship and fittings, kill it! That is the only rule, 50% of the cargo must be worth more than the ship you're about to lose and you will lose it. No good if there is only one item worth 300 mill and the rest junk because chances are that item will be destroyed.

I think that is a load of bull, if they are carrying something worth lots of isk its not exactly griefing besides someone else will just pop them if you don't once they leave the rookie system, that said I'd never actively camp a rookie system that is just lame.
