Drones Assisting

If someone has set their drones to assist you, and you engage a target with your drones, their drones don't engage in the fight. Is this a bug or is this the intended result? The 'assisting' drones will engage if you have use a weapon but if you dont have one (an industrial ship for example) your SOL when it comes to being assisted by drones. What gives?

drones on the assist command will attack what you attack.... drones on defend command with attack what shoots you... if your ship has no offensive mods then there is no point in setting drones to assist that ship.
