PI Extractor won't start, is this a bug?

Extractor built. Linked to storage. Survey -> Select resource -> Extractor heads built -> Time selected -> Estimate of units to be collected acceptable -> Hit install program. -> Submit

Extractor does not install the program, goes back to not being active, with no resource selected.

WTF?

My other 13 extractors on assorted planets work fine, had this issue with a couple of them, but changing the extractor heads locations solved it. This stubborn one does not work with any of them.

I have tried clearing the cache, and no two extractors on the planet are extracting the same resource. Even if they were, this would still be bs, its showing me that it is going to extract something each cycle!
