Caldari Tower: what is the actual net effect of the ECM "cycling speed" bonus.

Large Caldari Tower: -75% bonus to ECM Jammer Battery Target Cycling Speed

It sounds straightforward, but I'm kind of fuzzy on the actual end result of this bonus and how it should be compensated for in POS sieging plans. Is each ECM battery actually having the equivalent impact of four ECM batteries on a non-Caldari tower? Does it end up being equivalent in impact but it just cycles through targets like a spastic hamster for no real improvement? Somewhere inbetween?

When planning a siege, would this bonus make you do anything differently?

All modules TARGET CYCLE every 30 seconds. ECM ACTIVATION CYCLE is 7.5 seconds and jams for 20 seconds duration when successful.

ECM on Caldari control towers target cycles 75% faster: 30 * (1 - 0.75) = 7.5 seconds

Without a gunner this is a penalty: the ECM only has ONE CHANCE to jam, and wastes a LOT of time locking targets.

With a gunner to maintain lock, this is a bonus: more likely to maintain a perma-jam

Solutions:
1. If you are gonna use ECM on a Caldari tower (you should unless it is a resist-star) use LOTS of it.
2. Use faction jammers, as they have a higher jam strength, and are therefore more likely to jam on the first attempt regardless of racial.
