Why do not all participants of a kill get a killmail? Should it be changed?

I have also suggested it multiple times. CCP just ignores this.
It would be awesome, in my opinion, if all the participants could get an "assist" mail/report/whatever, so we wouldn't have to grind in a 200man fleet for all the killmails, to make a battle report. CCP doesn't seem to be interested in making the players' life easier :)
