Hey all. I have been on the look out for this item, But I have failed to find it.

So I am coming here to ask how one may acquire this item. I Don't see it the "NEX Exchange Store". So I can't get it there. And I don't see it on contracts or on the market in Jita.

So I have to ask. How does one find this item?
