patch 369870-369870-win.patch refusing to install

So i was dc'ed then when tried to get back online launcher tried to download and install patch 369870-369870.win.patch it got all the way to installing before gave me error message saying error occored could not install patch.

Have tried it all repair, reinstall, clear history, clear caches, undid my firewalls, reinstalled again and again, repaired over and over, even went as far as rebuilding game from scratch using the repair tool. still can not get launcher to work. can get game online by force starting exefile but then stuck in station soon as undock get dc'ed.

Have writen both petion and bug report no answers.

if could find a way to manually download and install could prob fix myself

Still no answer to posts or petitions or bug report on this problem guess i will take my money elsewhere and play a game that i can actually play sometimes.

i have just let the repair try to run while i do other things then i click start eve when the eroor box comes up instead of ok and that lets you play but yes it is very irritating and thier needs to be a clear secondary patch process.
