How to play full screen on one monitor while having use of another monitor?

I can maximize eve to the one monitor, and I can see chrome, etc on the other monitor, but as soon as I click away from Eve it minimizes itself.

Is there any way around this that does not involve me creating a window?

Fixed window or windowed mode....
