Grid-Fu and sniping beyond 249km

Is this possible? Or is there a hardcode limit of 249km range of all turret and 249 targetting range for all ships?

Nobody snipes past 150km. It's too easy to get a warp-in.

You can place a "defensive" bubble directly between yourself and the hostiles to prevent them from warping on you. They'd have to reposition, giving you time to warp off.

Fun fact and just to annoy the OP:

You used to be able to snipe well past 250km.

I do believe some Caldari boats could get a lock and shoot hybrids from around 350km.

Just logged on sisi to try it out, I was able to warp through the bubble to objects that were offgrid of the bubble but not on grid of the bubble. So I guess your right.
