After researching the posts of those that actively gank miners, I have reached the conclusion that we need to understand the mentality of the gankers.

Firstly, we need to enter their world. We need to forget that it is a game and constructed of pixels. This is what they have forgotten.

The profile of a ganker could be viewed as person with a limited intelligence, but that would be derogative, so that is discounted.

Through examining countless posts and talking to these "people" I have found that they are moderately motivated (see reward for ganking said mining ships) and adverse to reprisal from any other player (Concord is OK) as they will not attack mining ships with escorts.
If we draw on a real world equivalence, we find a similar body of individuals in Somalia, that do a similar task but with shipping - again with similar mindset and reward. Are these pirates Eve gankers role models? Surely not - so I will go to theory #2

They are conservationists. They have heard the plight of the rock and it has stirred them into action to preserve the asteroid belt from its evil assailants, the miners. They are affiliated with the Green Party (covertly oc) and use their time out of Eve upsetting the natural environmental flow of the planet, because the fact that there is a food chain doesn't seem to register.

But whatever they are, they need our compassion and patience, as we forever live in the hope that they will someday resume taking their meds and will turn into fully functional "normal" individuals.

People are looking at this the wrong way.

Goons have noticed over the years the failed mechanic of suicide ganking and the weakness of certain mining vessels primarily the Hulk. So after time and this falling on CCPs deaf ears, they decided to take actions into their own hands. They know the best way to get CCPs attention is to cause a big scene, so by suicide ganking as many hulks as they can they cause a outcry that CCP can no longer ignore.

So miners in the end you should be thanking goons for making the sacrifice of ganking your ships. It may hurt now but down the road you will understand.
