In the end other then MINOR changes in highsec(oh boo hoo PI taxes) and the removal of L5s nothing has really changed for the worse in High-sec. However it has been buffed with the addition and later normalization of L4s, addition of Incursions, and risk free semi-passive and risk free income from datacores and PI.

Edit: Just read the Dev blog about FW changes.. I see they added a minor fee to offset the increased RP amount on most datacores so not a complete nerf.
