When does sovereignty count for anchoring a POS?

I would like to try using a POS but being fairly new to the game, I don't have the standing to anchor in any good places in Empire space, and am not confident that I can succeed at anchoring and using one in null sec by myself. There is something that caught my eye though, mostly around Gallente space, when I look at the map there are some high and low sec systems that aren't under the Gallente sovereignty tile, though when I right-click and check sovereignty, it says Gallente. Do the same restrictions on placing a POS apply to those parts of space? Thank you :)

Low sec (.4 and below) doesn't have standing restrictions like high sec.

So in a .4 system you could place your POS. Remember, other people can freely come blow it up as well.
