How quickly does NPC militia attack you in high sec?

Hello everyone, I have a question about being attacked by enemy militias in high-sec space. I have a lot of industrial training and would like to do some mining. But I would also like to do FW. Some people have told me that people will look for militia members doing things like mining, and can fly in and kill you before the NPC navy shows up and kills them. Is this true or was I being trolled? I am asking because I am undecided on if I should be training up a dedicated PvP character or not.

Do you want to do mostly-AFK mining? Then yes, you will die horribly. There are many people who prey specifically on militia members who are engaged in highsec carebearing. Even if you're not AFK, if you go to some 'normal', hugely populated highsec system, then you're not going to see the attacker coming in time to react. What you can do, relatively safely, is mine in desolate highsec that's near FW space. For a completely random example, Dammalin. The enemy will very rarely come to a place like that, and if they do you can instantly see and react to them.

If you're discovered doing this, mind, even if you avoid the enemy, he may begin to target you, and disrupt what you're trying to do, and ask locator agents about you after you move to a new location. So if you want to mine all the time, just quit the militia. If you're OK with docking the miner and moving into other activities for a while whenever your mining is interrupted (like, trying to bait and kill this guy that has discovered you), then just accept reduced yields.

You could also run some FW missions and buy the minerals you need.

Is there any penalty to me just quiting the militia when I want to mine and then re-joining when I want to PvP?

As far as I know, there is no penalty, but if you do it often your employment history may invite some questions.

Your employment history doesn't have to be affected at all. Create a 1-man corp then join or leave FW _as a corp_ whenever you want to flip from PVE to PVP or vice versa.

If you mine while in FW you will be blown up. NPC Navy is not powerful enough to stop them before your mining ship is space pixels.

Use an alt if you really want to mine.
