So confused as to the GFC and what I can attack

There are a lot of rules regarding the flag status of pirates attacking others. My question is this; if i'm flying around and encounter someone thats red, basically from attacking someone else and still being on their 15 min cd, can i attack that person without concord coming down on my arse. Also if I do this in low sec like witha gate camp and encounter a gang trying to gank someone, can I just roll in and attack whomever without being on the sentry guns aggro list? Someone mentioned I can attack anyone at -5.0 status without any penalties.

These questions are burning a hole in my brain right now. If anyone could answer them I would be most appreciative.

I have deliberately developed an air of cynicism that I originally intended to make me appear somewhat louche and caddish but actually comes across as irritable hostility combined with the unspoken threat of sudden violence.....

Rule of thumb is if you don't get a Concord warning when you try to activate your weapons, you're good to go. Happy podding!

If someone has GCC you can shoot them anywhere anytime, with no intervention by concord/empire npcs or sentry guns.
If someone is -5.0 or worse, you can shoot them anywhere anytime, with no intervention by concord/empire npcs or sentry guns.

HOWEVER: If you open up on a player with -5.0 or worse sec status who does not currently have a GCC timer, they will be able to shoot you back without getting a GCC timer and the gate guns will not fire on them, so If you want help from sentry guns let the flashy red pirate type bad guys shoot first.
