Torrinos, Lonetrek, Caldari.

It's a 0.5 system with 3 x level 4 agents, with another level 4 agent next door in Ibura, a 0.6 system itself. Plus there is a storyline agent there too.

Oh, and lots of security agents for all the other levels in Torrinos too.

You can literally park a PvE alt there from day 1 character creation, and leave him there for years while he skills up and works his standings.

It's far from Jita and next door to Null, but you rarely get sent there on missions.
