MY Fix for ECM

GIVE ecm 100% chance to jam,
HOWEVER!!!!!
if your Sensor strength is higher than the jam strength of the ECM pilots jammer, it has a reduced jamming timer.

That way having ECCM fitted to your ship actually shows an effect.

Example. Jamming strength 14 , sensor strength 38.
ship would be jammed for 50% of the normal timer, but the Jamming cycle would stay the same.

the problem with that is, you combine it with sensor damps and you have a ship whose lock you can break every 20 seconds, jam for 5 seconds, but you damp its lock time down to 18 seconds. Voila, permajam, every time.

well i could see that being a problem, however it would make other ewar useful.
Ok well then, remove the 100%, keep the reduced jamming timer based on how much higher the sensor strength is.

I think the ECM works fine as it is. Chance based is perfect.

I like the idea of getting rid of the chance based jamming of ECM, this idea has been brought up before and I supported it then and I will support this one now. This will take more coordination for ECM users as well as make other forms of EWAR (Damps) more viable when combined with with ECM. It'll also act as a good viable alternative for ships looking to avoid gate camps making lowsec a little bit more free to move about in.

All in all I am ok with the current ECM mechanics but I would like to see a way for it to be predictably effective like the other forms of EWAR.

You already have a 100% chance to jam if your jam strength is higher than their sensor strength. idk, perhaps I misunderstood what you were trying to say.

Um... if jam / sensor strength is 50%, they are jammed 50% of the cycle time? The phrase OP comes to mind, especially when teamed with scan res damping. Just having an ECM module is a guarantee to break a lock every time. Focusing multiples on a single target would guarantee no lock is maintained for more than a couple seconds.

Very OP, totally broken.
